1929: This article is difficult to read, but notes that most citizen complaints have to do with proposed restrictions in the new "A" residential zones on the north side of town around the new segregated white McIntire Park. search.lib.virginia.edu/catalog/uva-li…
Here is a closeup of the A zones, which are the most expensive areas of town at this time. I thought that the "unjust and discriminatory" language was talking about unfairness to African Americans, but they meant to wealthy land holding white elites.
These same elite areas will finally see single family downzoning after the Civil Rights Act passes and McIntire Park desegregates.
Here is a better image of the article discussing proposed changes to the 1929 zoning ordinance. It's still difficult to read, but I think I see that the A zones were originally intended to only allow 25 foot tall buildings.
