A quick Google tells me that Russia has written off plenty of debt throughout the years. Africa, Cuba, Venezuela.
90% of their debt. That's quite a big chunk.

And that Russia would reinvest that into the impoverished state.

It's the tale of two lapdogs being manipulated into positons (for years) to create a situation in which the extortionist will gain further possession and profit off of a peace deal.
