Here is what you need to understand. The NY warrant had a much bigger scope and the emails could be looked at. The second warrant was limited in scope to just metadata for Comeys reopening to prevent this insurance file from coming out. Very important to understand.
Comey was forced to reopen his investigation by NYPD. The way he covered up the crimes against children was to limit the scope to only metadata, like to and from and time sent, but not the actual emails in the reopened investigation into the 650,000 emails. The second warrant.
FBI first claimed they would look at the emails but then ended up limiting the scope to only metadata for the DC FBI second investigation. Comey also knew about this about a month before reopening the investigation due to pressure from NYPD.
