It was for conservative voters! All-time blunder by Dem establishment was to fulminate about how the court "needed nine" justices, instead of relentlessly explaining to their base what the first liberal majority in decades could do.
My pet theory is that the Aaron Sorkin wing of liberalism over-learned the lesson of FDR's court-packing, and doesn't want to alienate voters by admitting the truth that you need favorable courts to make policy.
The story of court-packing is actually sort of proto-Trump: FDR threatened to blow up the norms of the conservative court. Public was divided. Editorial pages, aghast. Judges backed down and started ruling for FDR.
