A budget of a whole nation for a year was delayed by the people you (didn't pay attention to) put in power, because they wanted to pad & add their wuru-wuru projects....
But when the govt was literally on standstill as money (in the budget) needed to work was still on the Legislators' table waiting approval, it's the President's neck we go after.

Channel the same energy and more used in holding the Federal Govt. responsible in holding the other tiers and arms of Govt. responsible too.
There's probably a porthole or something in a road which is under the Constituency project of say Anambra West Senatorial district (if there's anything like that).
