Industrial steam boilers are used in a wide range of industries like
Textiles
Food processing
Tannery etc.,
Where ever steam is required,steam boilers are used. The regulation of these steam boilers is done by Tamil Nadu Public Works Department
While installing a new boiler/old boiler one has to get
1. Name transfer
2. Drawing approval &
3. Fitness certificate
The actual fee to be paid to state Govt treasury is around RS 10000 or less. But industry sources say bribe paid is Rs 80K.
Yearly inspection was done by the officials, for this the Govt fee is Rs 1290 / - only , but bribe taken for inspection is Rs 15000.
To earn more money the officials are insisting on half yearly inspections , Govt fee & bribe gets doubled
The funny thing is inspection fee & Name transfer fee for Govt remains the same be it 1/2 ton steam producing boiler or a 6 ton steam producing boiler. Only the bribe amount increases proportionally.
Thousands of boilers are being sold / traded across TN, but very few qualified boiler attendants. State Govt is not issuing licence for boiler attendants, but they issue licence once in few years for eyewash. This has put industry in stress
If the wealth of these babus both state level & district level are scrutinised India will be shocked at their wealth.
When one verifies the records & ground reality there will be a sea of disparity.
Apart from the above fake/ imitation IBR materials are openly sold risking the lives of workers & innocents. Can these happen without the knowledge of the babus ?
This boiler industry is still governed by archaic & obsolete rules , can't we change these rules & tune them to the present day scenario ?
