@BuddySupervisor and Supervisor Pacheco proclaim this as 4-H Week. One of the All-Stars got into 4-H because a buddy was interested but it wasn’t the buddy who got into it but him. He is now one of the top poultry showers at events! 🐓4-H also gives him a lot of opportunity to
practice public speaking. He wants to graduate from Reedley College and Fresno State in Ag Business and begin his own portable welding business. There is a recent urban outreach called Street Saints that incorporates 4-H elements.
Central Valley Promise Initiative with Kristine Walters presenting. Guaranteed Path to college beginning in 6th grade. Must graduate from community college within two years with vocational certificate or able to transfer to 4-year university. Must take 15 units per semester and
to volunteer in community as well as get 2.5 gpa. Endowment at Central Valley Community Foundation with hope of $20 million in it. Walters asks Supervisors for support and to attend Generation Celebration event this weekend. Moving on to Fresno for Parks letter and ballot measure
@AndreasBorgeas clarifies letter by Larry Powell, Joaquin Arambula and Ashkey Swearengin regarding Parks built on landfills. They didn’t mean San Joaquin River and access to it at controversial spot Palm and Nees. This letter was “not meant to forestall that access” and just a
clerical letter. Consent item #30 regarding legislative advocacy services in Sacramento with Shaw, Yoder and Corbett. Supervisors suspend competitive bid process with this 5 year contract as they have worked with County for last 20 years and know county issues well.
Consent item #67 regarding Fresno County Westside Groundwater bidding between Nor-Cal Pump/Well and Zim Industries. Nor-Cal didn’t make “good faith effort to procure Disadvantaged Business Enterprise subcontracts”. @BuddySupervisor says Zim is best for deep wells. Approved 5-0.
Full Cost recovery of contracting Sheriff Deputy hourly rate along with administrative and supervision costs etc. Two School Districts and Fig Garden are effected who contract with them. @AndreasBorgeas feels we should remain where we are at for next year. @LincolnSeward NO VOTE

@AndreasBorgeas State and Environmental advocates are working on SJ River. Supervisors lent no support on annexation of parts of San Joaquin River but compromise was reached. Governor Brown vetoed it anyway. Was it the local control he didn’t like by Executive asks Mendes?

those who had library cards blocked and sent to collections were never collected. But it does prevent them from using library materials. It costs more of library staff time to collect than they will get back in fines. No increase in library abusers either. Education in important
to return library material. Lost items will be continued to be charged though. @LincolnSeward asks why not everyone has their fines waived? Library staff says that is actually Library’s goal eventually. @BuddySupervisor asks if book is returned will there will be a fine? No. But
if item is lost than it will be charged. Library research shows that more items are returned if there is no fines and more are returned. It is a trend across the country. Supervisors are having a hard time realizing that this may work despite data. Selecting groups and picking
Winners and Losers as to who doesn’t have fines and those who do. Kids need to learn responsible. Library staff says blocking kids cards prevents them from using the library and don’t usually come back and won’t see it as a welcoming place. Responsibility is placed on parents.
Another library in Vacaville waived fines for Veterans and although only 300 participated and lost just $1500 in fines it did bring lots of volunteers to the library to help veterans. @LincolnSeward wonders how to hold someone responsible. He will vote no at this time. This is
Voted down by Supervisors 4-0. Moving on to Public Works regarding Impact Fees that were established in 2008. BIA (Building Association) Mike Prandini hasn’t seen The Fee rates yet so would like to see it. Passs 4-0. Next recycling market conditions and haulers. China’s tarrifs
and new regulations have effected Haulers costs. Four of nine Exclusive Service Area Program haulers have provided data so incomplete. Was $8 per ton but now -$16 per ton to take Recycled items to market. Staff asks Supervisors to take a wait and see in order to collect more data
What is value of China’s regulations asks @AndreasBorgeas ? Staff says China took all recycling before. Vietnam and other countries are taking some of that on. Could be in Billions. “How can this not be an unforeseen circumstances?” Staff wants to see how it pans out. Magsig says
Metal market is doing well but not paper goods. China would reject entire batch if it was spoiled with organic materials. Mendes says domestic market was wiped out and shipped to China. Waste Haulers speaking now. Says Haulers do rely on recycling funds but with value decreased
globally and it’s value is now closer to trash value. Doesn’t think value will ever come back. 9 haulers are down somewhere in area of $750,000 as a whole since these changes. Fuel costs went up. CPI went up. These added will put haulers out of business. They are paying to get
rid of material and hire more staff to filter material to get it clean enough to market. Would like fees reduced. @AndreasBorgeas wonders if those haulers that won’t provide data could be forced with risk of fines. Pacheco says this is new norm and rates need to be changed. He
won’t give that fee increase to the haulers who didn’t provide data. Similar to overdue library books jokes Borgeas. He would like data in 30 Days before fee increase. @BuddySupervisor says this law was flawed when it was begun 30 years ago. Staff says next local landfill needs
to be sited now as it will take 20 years to secure. Staff says no other counties have changed fees yet. November 6 this will be brought back for this issue. Mendes is already leaning towards rebate. County Counsel would need to decide what is legal as to withholding fees from
haulers that haven’t provided data yet. Fresno Art Council day they have final say on a Supervisor appointment on a board. Counsel needs to look at that. Many from SEIU are given 2 minutes to ask for more wages for Homecare Providers. Next Supervisor meeting is October 9th.
