1) Frictionless trade between different States exist only if and when they share a) a single market SM and b) a customs union CU.
2) This is currently the case only for the 28 EU members.
3) The EEA-EFTA members(Iceland, Liechtenstein, Norway) do not share a CU. There are consequently controls at borders between Sweden and Norway for example.
4) @AlasdairMSmith see also answer to your question in my FT article Nov 16,2017 “Britain is deluding itself on SM access”, valid also for Chequers White Paper July 2018.
5) Voluntary following EU norms and standards (as they are interpreted by the EUCJ) is what is done by all countries in the world (including USA and China) when they export goods to the EU. Otherwise their products are not allowed to be imported in the EU.
