I also agree. If U.K. asks an extension of art 50 to be ended on latest on 30 June 2019, no EP elections in U.K. at the end of May. However, European elections last week May 2019 necessary if extension beyond 1st July 2019.Decision EUCO 19 June 2018 establishing composition EP.
Decision 29 June agreed by Eur Parliament and European Council
“Beginning of the 2019-2024 parliamentary term” means 1st July 2019, the date when new EP may begin to take decisions, give opinions,etc. Starting with this date,EP should have British members,otherwise EU cannot adopt any act or decision involving EP even for a simple opinion

THREAD. -1) The so called « constitutional treaty » has not been renamed the Lisbon Treaty! While a number of their provisions are the same, their political and historic significance were totally different.
-2) The « Constitutional Treaty » would politically have meant a significant step towards more integration and maybe federalism, with its name, flag, motto, anthem and some of its substantive content.
-3) See my book analysing that treaty, published by Cambridge University Press: « The Constitution for Europe: A Legal Analysis », 2006, 292 pages.

2/ One should not understand the possibility of « a Norway model » for the U.K. as meaning for the U.K. to become a member of the current EFTA -EEA organisations with their present founding treaties.
3/ EU always presented a « Norway model » as a possibility for the U.K. if it accepted the four freedoms and all other obligations to participate to the EU single market.

Came home to Brussels for a few days. This is what I learnt (thread):
1. Loss of momentum on both sides of the Channel: Brexit (still) not a priority for EU27 & Brexit fatigue in the UK. Still, momentum may pick up once talks on future partnership begin (bit.ly/2JUXK8P)
2. Main concern: Not clear whether withdrawal agreement will be ratified by October (people v. split) – Irish border main sticking point. But discussions on customs arrangement fairly constructive during last round of negotiations.
