The organizers of #HimToo are Quincy Franklin/Anatello and Haley Adams. They are Christian Fundamentalists who believe in curtailing women's rights and LGBTQ rights and they think false rape accusations represent a problem of greater magnitude than rapists mostly walking free. 
Only an average of 33% of victims report their cases to police according to the National Crime Victims Resource Center. Undetected rapists commit an average of 5.8 rapes each according to a 2002 University of Massachusetts and Brown University Study.

More recent studies have replicated the 5.8 rapes on average for undetected rapists. Undetected rapists are also responsible for the vast majority of interpersonal violence.
However, according to a 2015 study of female rape victims by researchers at Michigan State University, police pressured victims into dropping charges in a majority of cases, even when a rape victim advocate was present. Hospitals also denied victims adequate medical care.
The most recent Bureau of Justice Statistics study of reported rapes pertaining to child victims I could find said police only arrested on avg. 27% of adults who sexually assaulted children. Underage victims also represented a majority of reported rapes.

Vulnerable populations like the mentally ill are particularly at risk of sexual violence. According to a 2005 Northwestern University study, male victims were 32.5 times and women 18.5 times more likely to experience sexual assault over the past year compared to the general pop.
Prisoners also are at an elevated risk of sexual violence and they're excluded from national surveys like the National Crime Victimization Survey. Female guards or inmates have often sexually abused female detainees or adult or juvenile male prisoners.

Guards or other detainees in immigrant detention have sexually abused detainees with impunity, particularly at the Northwest Detention Center in Tacoma, Washington, which the for-profit prison company called Geo Group runs.

Forensic exams of victims collected in the aftermath of sexual assaults do not consistently occur in emergency rooms due to the shortage of qualified staff. Police also fail to submit the forensic evidence to crime labs, which explains the rape kit backlog from Detroit to L.A.
Police in Detroit commonly dismissed female rape victims' claims because they thought the women were prostitutes, and thus deserved what happened.
Over the past decade researchers have concluded that the proportion of false rape accusations ranges between 2-10 percent. However the popular notion that most rape victims lie still remains, and the #HimToo rally perpetuates this myth which further disparages victims.
Instead of disparaging victims by perpetuating rape myths, the #HimToo organizers should have advocated for more rape forensic evidence exam funding and for police submitting all forensic evidence for analysis at crime labs. @RealHaleyAdams
The Oregon law passed in 2017 known as "Melissa's Law" or SB 1571 appropriated more funding for state crime labs and mandated that police promptly submit all forensic evidence collected following rapes to laboratories for analysis. Today state labs have almost cleared the backlog
The organizers at #HimToo like @RealHaleyAdams are not interested in providing more funding for forensic analysis which greatly increases conviction accuracy. They don't want to additionally fund more medical services for victims or even more public defenders for the accused.
Instead organizers Quincy Franklin and Haley Adams @RealHaleyAdams want to promote a regressive social vision for women and LGBTQ people which curtails their rights. Here Adams' mother admits that #HimToo doesn't seek to support rape victims at all.
Quincy Franklin and Haley Adams are a part of the far right street protest group known as Patriot Prayer, which supports the establishment of a Christian Dominionist state known as "Liberty" in eastern Washington. Joey Gibson heads Patriot Prayer and co-organized #HimToo.
Quincy Franklin is a member of the Hell Shaking Street Preachers, a Christian Dominionist group which regularly harasses protests which promote the liberation of cis women and LGBTQ people. They also have a propensity for pissing on rainbow flags.
Avowed white nationalist Allen Puckett heads the street preachers. He even fought alongside white supremacist Nathan Domigo in Berkeley. Domigo heads the white supremacist group Identity Europa and served 5 yrs. for stabbing an Arab cab driver.

#HimToo organizer Quincy Franklin (a.k.a. Anatello) also beat his wife in front of the couples' children in 2014 according to court documents. He also thinks women assuming powerful social positions will destroy masculinity, since he defines masculinity by women's subservience.
Fellow #HimToo Organizer Haley Adams also has very regressive views about women's rights and has ties to white nationalism.
Many sexual assault victims consequently suffer the physical and mental health effects of their abuse without community support and the projected lifetime incidence of sexual assault remains high, according to the 2015 National Intimate Partner and Sexual Violence Survey.
I also included the age at which sexual assault occurred during the course of victims' lives according to statistics from the 2015 NISVS to provide additional context.
Lastly, keep in mind that police agencies often clear rape cases off their docket even when the cases remain unsolved, which artificially lowers crime rates and enhances the political perception of the police force.
More forensic evidence, better education about consent, police accountability, fully funded public defenders, and reliable data about the outcomes of rape cases and about victims' experiences will ensure due process without perpetuating undue scrutiny toward accusers.
