Although it is true Spain has no veto, indeed there is no vote on Sunday, I think it would be odd and unlikely politically for EU27, having been united thus far (not easy) to not want to endorse a deal that all are on board with
As background, Spain feels there was an agreement that Gibraltar would be excluded from future EU-UK trade arrangements unless agreed by London and Madrid. It feels that this assurance is not reflected in the draft deal
