With donor money, @refugees spent $14.6 million setting up Uganda’s national refugee registration system. It didn’t work. So donors had to pay another $11 million to do a new headcount.

The @refugees @UNHCRuganda office also agreed that donor money could buy a plot of land next to the Prime Minister's office in Kampala for $320,000. It's being used for parking. They paid twice the going rate, auditors found.

The @OPMUganda were unable to show @UN auditors any title deed to the plot paid for by @Refugees with donor $$$. This listed 2017 transfer is not the exact amount, but it's about the right size for the land transaction.

The @UN and donors have alleged widespread corruption and fraud in the Ugandan government's refugee aid operation. But what about inside @Refugees? This audit is unsparing,

This @UN audit says UNHCR mishandled, let's say, up to $200 million and wasted tens of millions (and UNHCR does not challenge the findings). According to open @IATI_aid data, @Refugees transferred only $14.8 million to the Ugandan government in 2017. So who's in the frame?

With donor funds, @UNHCRuganda pays a "partner" to help urban refugees in #Uganda. In 2017 it re-hired an outfit guilty of "fraudulent activities" in 2016. It didn't work out, and "led to disruption of service delivery including life-saving activities" reporting.unhcr.org/sites/default/…

The @UN internal audit office has never in five years issued a report with so many “critical” findings — six. The audit which led to the resignation of the head of @UNEnvironment had just one “critical” finding.

At the time of the audit, @Refugees and contractors in Uganda were in dispute over $63 million in unpaid invoices. #Uganda
