UK Gov considers that "universal credit" does not fall under EU law on co-ordinating social security. (I suspect that's one of the reasons they created it). researchbriefings.files.parliament.uk/documents/SN06…
This doesn't mean UK Gov can deny universal credit to EU citizens (and their family) with a legal right to be in the UK. Because EU law *also* prohibits discrimination about welfare benefits: art 24 of Directive 2004/38
The only exception to art 24 is for EU citz whose right to reside is solely on the basis of having been in UK for less than 3 months, or as a jobseeker.
