primary so lots of campaigning. Consider and adopt Interim Ordinance establishing a moratorium on the possession, planting, cultivation, harvesting, drying, processing of nonmedical cannabis outdoors on the grounds of a private residence, and the establishment or operation of
of businesses engaged in commercial nonmedical cannabis activity in all Zoning Districts of Fresno. This is a continuation of a moratorium in 2017. Some State law changes to licensing occurred but still allows County to prohibit cannabis sales. Woodlalke &Coalinga have a
a dispensaries so this emergency resolution is needed for the “ safety of the public”. Counsel says Industrial Hemp will need to be discussed in February. Passes 4-0. Declaring a Shelter Crisis pursuant to Senate Bill 850. One time State funding planning is needed. Dept of
Social Services will put it out to bid. @LincolnSeward Magisg asks about sole source awarding ? Staff says if more than one bidder than could not. Housing Authority’s Preston Prince is excited about this work /funding. Staff says working with State and City is a lot of time. 4-0

Fees are set by City of Clovis. Magsig says Clovis won’t have any issues with this fairly routine item. Moving to Supervisors Comments: @BuddySupervisor says a resident of County was saved in a swimming pool by George H.W. Bush when she was 1 year old. A bit of trivia. Magsig
he and many other supervisors met with CSAC (?). Also State is talking about what to do with dead forest trees. Also Nation’s Christmas Tree is located in Fresno County and will be a ceremony this Sunday. Chair Quintero 23 days of Christmas event collecting coats. Bins in County
offices. 325 coats collected last year and looking for 600 this year. Tiffany Magnum is names to Fresno Art Council by Pacheco. Public comment portion: League of Women Voters Marianne Kast giving short history of County’s effort to revise the General Plan
. Public confusion over the process and a lack of meaningful engagement in planning to 2040. Only the Supervisors can remedy the matters and that any of the Board members can set the matter for public hearing. (Radley Reep speaking for Kast). Jim Grant of Diocese of Fresno asking
Jim Grant of Diocese of Fresno asking to suspend the environmental review (EIR)process until public has been heard regarding planning to 2040. 2) County’s climate action plans have been adopted 3) until ground water sustainability plans are in place.
4) until economists have prepared a new fiscal analysis for Plan Implementation. No added cost to suspend the preparation of the EIR and possibly a future savings in costs
Fresno Audubon Society’s Robert Snow says there is a need for Supervisors to explain the procedure to plan for adaptation to Climate Change. 2) Need to explain the procedure the County is using to plan for groundwater management 3) Need for Board to explain how County plans to
to operate without any policies on water management.
League of Women Voters Radley Reep says confusion and hardship in learning about GP Update. Hard to tell what changes were made due to know redlining not pages showing those changes. No Study Sessions were not done in Spring
as scheduled. He studied the 13 years of revision but now finds it is an Update to 2040. Resident from Lenair is speaking on importance of Land Use. Needs to be notified in a timely manner for meetings on these. The meeting Nov. 17 left public with more questions than when they
came. Trying not to complain but Lenair has poor sewage, lighting etc. please include us in these meetings @LincolnSeward Magsig asks what we’re some of those questions? Q: what changes to Lenair? Developers make those decisions. Quintero jumps in and hopes to move this Q/A later
Magsig knows Public has come a long way. He says public meetings have been poorly attended by public other than League of Women Voters. Angel Hernandez of Lenair says town needs assistant due to water, air and poor roadways. Invites Supervisors to Community Dinner. Leadership
Council’s Rep says workshop meetings tended to be informational on what a General Plan actually is and NOT a place for meaningful Public suggestions. She has ideas for helping with public engagement. Proactive Steps needed for housing ordinance and other state laws to comply.
Michael Evans organization signed with other groups to hope for more robust public outreach and not just bare minimum. Barbara Bailey speaks on General Plan public meeting one last night. She said last night’s was done well and more meetings like that not less.
General Manager Jim Anderson of Malaga County Water District says inaccurate descriptions of communities in Background Report. Roosevelt Plan says one parcel was included and allowed smells, type of fencing , paving and other mitigations were totally ignored. Across the street
from a school. General Plan needs more engagement to make this a better process. County Staff Bernard Mendes (Sp.). Says four meetings have been done and four next year. Spring will allow more comment portions. Media blitz and other social media has been done. Says 8-10 have
attended including (staff so poorly ). Magsig asks if new people coming out are new people? A: some public but mostly same group that has spoken today. Quintero refers anyone who calls his office on the GP to Korsand should you have any questions. Thanks public for their comments
