Celeste Wallander (NOT Wallender, as written in the BuzzFeed lawsuit) is a member of the Council On Foreign Relations.

Wallander and Michael Daniel wanted to strike back against Russia in 2016 and drafted aggressive responses, with Wallander suggesting they target Putin himself and leak classified intelligence of Putin's daughters' Latvian bank accounts.
