While I agree that McMaster and Mattis need to come forward immediately, Juliette’s post touches on something else that is huge:

Prior to Trump, an NSC staffer was almost *always* in the room and listening in when a POTUS was on the phone.
For example, if POTUS was talking to Putin, one of NSC’s experts on Russia would be in the room — having already briefed POTUS before the call — to take notes.
