Read the US State Department's Venezuela cables that were published by @WikiLeaks (in a great journalistic service for humanity) and see how hilariously blatant US priorities are:

In this cable the US says oil revenue and the opposition "are the bulwark of Venezuelan democracy."
To explain the context, this is a 1978 US State Dept cable that shows what the US means when it talks about "democracy" in Venezuela:

Control of oil, and a system dominated by 2 neoliberal capitalist parties (AD and COPEI) that trade power every few years
From the end of the actual dictatorship in 1958 until Chávez was elected in 1998, Venezuela was controlled by two notoriously corrupt capitalist parties, AD & COPEI.

These parties then became the backbone of the centrist opposition coalition the Democratic Unity Roundtable (MUD)
From the mouth of the US government: Army Special Operations Forces "ARSOF can use financial power as a weapon in times of conflict up to and including large-scale general war."

It notes the IMF and World Bank are institutions that the US can use for this
This excerpt, from the US Army Special Operations Forces Unconventional Warfare manual, notes that the Treasury's OFAC "has a long history of conducting economic warfare."

OFAC targets Venezuelan institutions with sanctions.

The US gov internally admits this is economic warfare
Just today the US Treasury Office of Foreign Assets Control (OFAC) imposed sanctions on Venezuela's state-owned oil company, PDVSA

Internally in its own documents, the US admits OFAC wages "economic warfare"

So the US gov has admittedly been waging economic warfare on Venezuela
