I'm just going to leave this here for now about 'blue electrical tape' being used for trafficking...

in N. America/Mx, blue wiring is only used for 3-phase wiring used by industrial equipment, motors, NOT 2-phase household equipment.

So, that's tells me that anyone trafficking women with blue electrical tape (which is used on blue wire) either

a) is involved in installation/maintenance of industrial equipment in MX or US, and is a coyote/trafficker on the side

b) coyotes are actually coming from Argentina - the only New World country I found that uses blue for neutral - to traffic women across the US/MX border

c) Trump is actually referencing women and children being trafficked in countries that follow the European standard, where blue electrical tape would be ubiquitous instead of white tape.

Including Slovenia.
And Russia.

I'll let you decide which seems the most likely answer.

And one other note: it's possible, as per the above, that 3-phase wiring is used for facilities with well-equipped pools and other water features - like, perhaps, hotels and resorts... and golf clubs?
