City has 2 options
1. fire him, let him go through arbitration and win his case since it's his first disciplinary action; and get his job back.
2. give him a couple hundred thousand in back pay and force him to retire- and never work for the bureau again.
What should @tedwheeler do?
To be clear, firing him now means he gets his job back and will be back on the force soon. Paying him rewards him for his behavior but keeps him off the force.
