I think it’s safe to say that the stupid thing rhyming with “ball” isn’t even about actually building anything.
Instead, (IMO) it’s about a crazed attempt at deflection and slowing down the justice system via deprivation of resources. And I think it all has to do with the mystery Mueller case.

Second, the whole thing was preceded by traitors in Moscow for Independence Day + revoking of clearances:

Now, let’s catch up.

But before I move on to the next part, consider Trump likely did this:
step 1. propose the most ridiculous, most expensive thing he can think of. Something he’s SURE anyone sane/not a heartless POS would say no to.
step 2. create a media sh*t show around the thing; use it to deflect from his true intentions of slowing down the justice system. The more damage caused, the better. The more damage, the more media focus on the damage instead of what he’s actually doing.

Because he’s a f*cking sociopath, doing unspeakable damage to people + the country won’t bother him, so plunging ahead in his self-interest is no problem.
On December 11, Trump starts floating idea of shutting down the government.

On December 18, it’s mandated that the mystery company/country comply with subpoena(s) AND pay their fines for non-compliance.
On December 20, Trump suddenly decides he won’t sign the spending bill that had been passed by the Senate.

On December 22 at midnight, because Trump has refused to sign the spending bill passed by the Senate, and with Paul Ryan refusing to take it up, the government shuts down.
Meanwhile, the mystery company/country goes to SCOTUS to try to get them to see things their way.

On January 8, SCOTUS rules against the country/company.

On January 23, Judge Beryl (of the mystery case) issues a minute order regarding the unsealing of the docket. This is basically him asking each party how the unsealing would affect them/their client so that he can make a decision.
That same day, Michael Cohen says he won’t testify to Congress because Trump has been threatening him.

The following day (January 24), it’s decided in the mystery case that since the company/country hasn’t paid their fines for non-compliance with a subpoena(s), the US government can seize property en lieu of cash.
The day after that (January 25): Roger Stone is arrested.

Something else you might stick a pin in: in the days surrounding the unsealing of the docket (which was 1/30), there was a lot of activity with regards to immigration fraud rings. On 1/29 there was one in EDNY:
