Actually no. Every election changing the government does that.
And you might say this is just snark, as the referendum was a vote for an issue, elections are not. But that misses the point of your own work.
Part of the things you mention that people allegedly wanted by voting for Brexit (more power to non-London areas of the UK) actually are supported by EU membership.
So the referendum, like any election, threw together a number of issues to form one vote. Some EU related, some not. Quite like a normal election.
