From Commission legal advice circulated to Commissioners this morning condition for extension
- No extension in order to renegotiate Withdrawal Agreement “the package is now closed”
- only to help with “internal ratification problems” of UK... additional ambition in PD possible

All of that advice is predicated on the MV having passed and then a short extension to May 23.... if not in a long extension, with UK MEPs, they are asked to commit to abstain in big EP decisions...
Another minister: “I think they will agree short extension provided the MV is approved”
So the summit approves may 22 extension ONLY on condition MV passed this week??
Perhaps that could get the deal through, but would struggle to be described as a stable basis for passing WAB

Will EU27 respond to extension request in a way that helps PM’s strategy to pass her deal?
Or will it identify her as so lacking in political capital that it offers the UK House of Commons some space to shape a different outcome?
Or will it force No Deal.
