The overriding question for Strzok, the counterintelligence agent who initiated the investigation, was whether there was coordination on dealing with Russia *within the Trump campaign.* For him, that's the distinction btw a bad scenario and a historically grave one.
Strzok didn't know the answer at the time he sent the texts he was sparring with Gowdy about, but handicapping the uncertainty was crucial to Strzok's decision whether to stick with the Russia investigation or take an unrelated FBI executive role.
In the worst case, "the most extraordinarily grave action in the nation," "there's no national security investigator out there worth his salt" who wouldn't want to be involved in the investigation, Strzok says. If it's uncoordinated individuals, otoh, maybe others can handle.
So which is it? What degree of coordination on Russia inside the Trump campaign has been found? The Mueller report may tell us, but his prosecutions mostly don't. We got a glimpse of some internal campaign emails/texts in the Papadop plea and Stone indictment, but it's no answer.
