Breaking: Mueller Report states the probe does “not conclude that the President committed a crime, it also does not exonerate him.”

First ever excerpt of Mueller Report, released by AG Barr just now.
Mueller Report states the probe “did not establish the members the Trump Campaign conspired or coordinated with the Russian government in its election interference activities,” according to a quote released by AG Barr.
For evidence of Mueller’s actual views, the key parts of the Barr letter are the *direct quotes* from the Mueller Report — not Barr’s broader characterizations.
Barr’s views are certainly important — he was Mueller’s boss — but for a view of the precise findings and legal analysis within the Mueller Report, one had to read the report itself.
Note that Barr has immediately (in *under 48 hours*) gone *beyond* Mueller’s finding on obstruction — neither concluding obstruction occurred nor exonerating POTUS of obstruction — to assert Trump did not commit “an obstruction of justice offense.”
Barr’s rush to use this short letter to shape public views of what Mueller found — *without* releasing *what Mueller found* — sheds more light on his unusual “this weekend” timeline.
As I just explained on air —

the precedent for investigations that raise potential *obstruction* by a President is that Congress decides, or chooses whether to decide the issue (Clinton, Nixon) — not that an A.G. steps in to short-circuit the process.

One way to think about Barr’s very brief excerpts from The Mueller Report:

If there were *other really good things* for Trump in this Report, wouldn’t Barr include them in this letter asserting no obstruction?

But there are just 4 short quotes, none of which are a full sentence
It would be reasonable to read these (partial) sentences as the best things for Trump in the entire report

On election conspiracy, it’s clear: no chargeable collusion.

On obstruction, it’s not clear, Mueller left it open, now Barr is *trying to close it with selective excerpts
