If DOJ finds potential crimes by a POTUS, Congress considers what to do about it.

Like, Janet Reno didn't resolve obstruction re Clinton

Nor AG Richardson re Nixon

So Barr is out beyond precedent
And legally, Barr may ultimately pose a counter-argument like

I am Mueller's lawful boss; I reached a view on his findings; that in no way 'prevents' the House from doing or not doing anything

Indeed, something like that could be his 1st rebuttal in a Congressional hearing.
