To enforce the "Thou Shall Not Help Deport" policy of Suffolk County, Rollins has ordered her employees to surveil courtrooms for agents of Homeland Security.

If an evil ICE agent is spotted doing his or her job, Suffolk DA employees are now required to call Rollins.
So you're an illegal alien heroin dealer arrested for driving without a license. ICE has been watching you for a bit and see you're going to be in a courthouse.

One of Rollins' narcs sees ICE and calls the boss.

What then? The Rollins Memo doesn't say...
... but we've seen other examples in Mass. where officers of the court actually HELP illegal aliens evade ICE by letting them slip out the back door.

Is this now the official policy of Suffolk County when it comes to dealing with illegal alien heroin dealers?
But wait... there's more! The Rollins Memo also outlines 15 crimes which are, effectively, no longer crimes in Suffolk County.

First, the goal of the policy. Lower crime? Ensure justice? Promote public tranquility?

No, the goal is to "keep people free of criminal records"
According to the Rollins Memo, the following crimes should be "declined or dismissed pre-arraignment without conditions" [see Appendix C]:
Trespassing is no longer a crime in Suffolk County.
Shoplifting is now legal in Suffolk County, but only if you are poor, mentally ill, or addicted to drugs.

Still, if you steal "NOT out of necessity" you may have to pay restitution (but only if you can afford it.)

Stealing is legal in Boston.
Like shoplifting (stealing from a store), larceny (stealing from your neighbor) is now legal if you are poor, mentally ill, addicted to drugs, or jobless.

But still, if you rob your neighbor "NOT out of necessity" you may have to pay restitution (but only if you can afford it.)
Very cool that larceny and shoplifting are legal in Boston now, because it's also legal to receive stolen goods, per Rachel Rollins new policy.

Again, if you're poor, mentally ill, addicted to drugs, or can argue you did it "of necessity" then you're free to receive stolen goods
Now, disorderly conduct/disturbing the peace *may* still be a crime at Fenway.

However, "Any disparities in arrests based on the circumstances will be considered. For example...
significantly less (sic) arrests at sporting events than at rallies or protests, or differences in the amounts of arrests dpeneding on the content of the rallies and protests."

In other words, what gets you busted after a Sox game may be legal at an anti-Trump rally.
Driving with a suspended license is still a crime if you killed some with your car, stole a car, drove drunk, or fled the scene of an accident.

But if you're just not paying fines, then you can drive with a suspended license now and not get in trouble because of the Rollins Memo
If you break into a vacant or non-vacant building and cause damage, just say you were trying to sleep or stay warm. Because then it is not a crime, thanks to the Rollins Memo.

It is now legal to issue threats in Boston -- unless "there is a credible risk of violence toward an identifiable individual, shown by clear evidence, or where the individual charged has history of threats..."
Lastly, resisting arrest is now legal in Boston, but only if you avoid using physical force against a cop. So you can run all you want!
For all her talk about "collateral consequences," Rollins fails to consider of the collateral damage of a policy that intentionally prevents ICE from apprehending illegal alien drunk drivers or heroin dealers.
Overdoses, DUI traffic fatalities, property crime, and gun violence -- all preventable if the Suffolk DA would respect federal law and let ICE do its job.

Boston ICE Chief Todd Lyons is on the @HowieCarrShow now. He says ICE agents are law enforcement officers and they will continue to do their duties. He reiterates: They're not arresting victims or witnesses, just criminals.
"The person we're going after has already been arrested...identified by finger prints, and we're there to take custody of that person," says Lyons.
Lyons says one of the issues is identity fraud, i.e. often times the courts don't even know who they have in front of them because of fraudulent identities purchased on the black market.
Contra Rollins' position, Lyons says ICE agents do not enter a court house looking to check immigration/residency statuses of random individuals.

Every time ICE enters a court house, they know exactly who they're looking for and why.
