Critical point in this is how Whitehall has added to the problem. A combination I think of (a) overregulating in order to reduce risk of being fined by the Commission for non-compliance, plus (b) bolting on other laws for admin convenience, leading to (c) attitudinal ingraining
And a lack of interest, as it reinforces the narrative of the need to leave the EU...

Plus I fear a genuine lack of confidence that Government can mend its ways outside the EU? At least a marker of the scale of the task at hand, and the qualities needed of the next PM.
