If–similar to Rosenstein's scope memo–this section is still redacted, we'll learn why via the color coding.
One rationale for redaction would be to protect ongoing investigations. This would suggest there are other ongoing investigations tied to 2016 election interference which the public knew nothing about–until now.
It is possible that Rosenstein's scope for Mueller was specifically restrictive. For example, telling him what not to investigate to avoid crossover with ongoing FBI/DOJ probes tied to the 2016 election.
Redactions in the scope section of Mueller report may be revealing.
If the scope section is no redacted at all, Mueller either left out the redacted portions from Rosenstein's scope memo or the redactions are no longer necessary. In this scenario, we'd learn more if there were redactions.
