3. Calhoun faced precisely the situation that Mueller says he was trying to avoid—allegations of impeachable behavior, without the chance to defend his conduct or clear his name in court.
4. A sitting president cannot be indicted, under OLC guidelines. But he is still subject to the law. The proper value for considering claims against him isn’t a special counsel. It’s the House of Representatives, as the Constitution details.
5. Donald Trump deserves his own impeachment inquiry. That’s a basic principle of fairness; allegations like these should not be allowed to hang over his presidency, unadjudicated. And the House should give it to him: theatlantic.com/ideas/archive/…
