Four out of five Ugandan households (81%) say their household income does not meet daily expenses.

These figures are similar to 2017. However, the amount of money that households report needing every day has gone down from UGX 11,800 to UGX 10,300 in the same period.

Half of all Ugandan households have a member who has been forced to drop out of school for financial reasons.
And two out of ten households (22%) have had a member die due to lack of financial resources for medical expenses.

One out of ten households (12%) reports that the main breadwinner has lost their job in the last two years.

These findings were released by Twaweza in a research brief titled More food, less money: Ugandans’ experiences and opinions on poverty and livelihoods.

The brief is based on data from Sauti za Wananchi, Africa’s first nationally representative high-frequency mobile phone survey. The findings are based on data collected from 1,905 respondents across Uganda in November 2018.

When asked about the most serious problem facing the country and their household, the largest proportion of citizens name poverty.

In all of Uganda, the proportion of citizens naming poverty as the most serious issue has doubled from 14% in 2017 to 29% in 2018.

Similarly, unemployment is the third most named problem, and the number of citizens naming this doubled from 6% in 2017, to 12% in 2018.

Overall fewer citizens are concerned about public services, like health, education and water, and more are worried about poverty and economic issues.
And at household level, half of Ugandans are concerned about the gap between rich and poor.

Almost three out of four citizens are unhappy with the country’s economic direction (72%). Many as also unhappy about employment (67%) as well as the state of corruption (70%).

These statistics are very worrying, and it is important to note that most Ugandans feel like their concerns are not addressed by government agencies, and that they don’t have a satisfactory position in participating in government and public service delivery projects.

The September 2018 @twaweza_uganda report, “The haves and have nots: Ugandans’ views and opinions on poverty, fairness and inequality” shows that
many Ugandans have an unclear sense of relative poverty and where they might rank.

This is especially true in urban areas: 8 out of 10 urban residents are considered to be in the richest 40% of the population while only 1 out of 20 urban citizens consider themselves to be in this wealth group.

In rural areas, 1 out of 10 see themselves in the richest 40% of the population while in reality 3 out of 10 are.

Nonetheless, almost all Ugandans think that the gap between rich and poor is too large (95%) and a large majority (81%) think the government is responsible for reducing this gap. 7 out of 10 citizens (70%) think inequality is an urgent problem.

41% called on government to provide free quality social services,
37% suggested lower taxes and less regulations on small businesses and increased funding for social safety nets (37%).

Further, 6 out of 10 agree that inequality motivates people to work hard, while 4 out of 10 think that social benefits make people lazy and that it is shameful to receive them without working.

Unsurprisingly, Attitudes to women’s roles are worrying: 3 out of 10 respondents think boys’ education should be prioritised over girls’.

Additionally, 4 out of 10 think that men should be given preferential access to jobs, sources of income and resources in times of shortage.

And 5 out of 10 think that it is better for the family when the woman is the primary custodian of the household.

Three out of four Ugandans have access to an improved water source, i.e. one that provides cleaner and safer water.

Ugandans in urban areas (86%) are more likely to use improved water sources than those in rural areas (69%), as are richer Ugandans (84%) compared to poorer ones (71%)

Did you know that in both urban and rural areas, boreholes are the main source of drinking water for more households (rural 38%, urban 23%) than any other water source?

Even in urban areas, just 2% of households have water piped into their dwelling. One out of six rural households (15%) depends on surface water sources such as rivers, streams, dams and lakes, though this water can be very unclean.

In one out of four households (25%), the responsibility for collecting waterfalls on the women, the female head of household or the wife in the household.

Overall, citizens are not satisfied with the trends in access to water. Four out of ten citizens say their access to clean and safe water has become worse over the past 12 months, compared to three out of ten who say it has improved.

Similarly, half of the citizens are not satisfied or not at all satisfied with the performance of their local government in terms of providing water services.
