Before the CDP there was another programme called the CDEP, it allowed communities to pool all of their unemployment benefits together. This was then paid out as a direct wage for local jobs within the community, or within the CDEP organisations. 5.
Participants were counted by the ABS as employed, even though the funds originated from unemployment benefits. A form of self-government, and a good solution for unemployment that empowered many communities, especially remote ones. During the NT Intervention it was abolished. 6.
