1. Mueller's letter to Barr (3 days after Barr's summary) was meant to formally document his disagreement with Barr's handling of the report.

Chuck Rosenberg called this "papering" and said Mueller would have only done this in rather extreme circumstances.
2. Not only did Barr KNOW that Mueller's letter would act as formal documentation opposing Barr's characterization of his report, but Barr knew Mueller's letter would eventually see the light of day.
3. And with full knowledge of that evidence, Barr STILL said to congress, "I don't know" when asked if Mueller agreed with his assessment.

Why? He had to know what this would look like. Does he think the American people are THAT misinformed that they wouldn't care?
