1/15 More research is needed to help solve homelessness. It’s Friday, so time for a thread. I stopped at 15 but could go on. Not in order. More research needed, doesn’t mean we shouldn't fund housing now. We should. #homelessnesschat
1/ How big is the “in-flow” of people into homelessness (i.e., new people entering homelessness)? Reduce homelessness=exits > inflow but we don’t know the inflow #.
2/Absent providing universal vouchers (an idea that is supported by the evidence) how can we effectively prevent and protect against displacement, eviction, and homelessness?
3/Let’s develop a data-based early warning system for displacement. Where are the NOAH units and how can we preserve them?
4/ Speaking of a universal voucher program, what needs to happen to ensure the market could absorb the scale?
5/ What types of landlord incentive programs entice participation? Do local ordinances protect against landlord discrimination? What works in enforcement? Where should we set the rents to avoid inflating the market?
6/ Are there lighter touch /flat/flex subsidies or rental insurance programs that are effective? For how long?
7/ How much increased supply is needed to moderate prices? How much to trickle down? How far down does filtering go? How many subsidies are needed to fill that gap?
8/ For most families, housing assistance solves their homelessness, but not all. What subset of families need housing plus services to stay housed?
9/ How does RRH work in tight markets? What are the system level impacts on homelessness, including LOS and overall number?
10/ What are the impacts of coordinated entry (i.e., managing the line) on people of color? Are we still baking inequities into our prioritization tools and algorithms?
11/ What do “micro-units” look like for lower income people? How can we scale this housing option? Where can we build the 2.0 version of SROs? Most people who experience homelessness are single adults who need an affordable place to live.
12/ How many people who start in PSH can transition to a plain old housing subsidy? How many need a higher level of care?
13/ What does an effective PSH model look like? What are fidelity measures to ensure successful implementation and scaling of PSH?
14/ What “feeder systems” would benefit from universal housing screeners? What metrics do these screeners include? Are they validated? Do screeners increase the allocation of housing resources/solve wrong pockets prob
15/ How do we use data, evidence, and what works to build political will? How do we communicate research to policymakers and the public? What works when evidence doesn’t?
There are a lot of questions that need answers. I'm looking forward to what @MKushel and @drjoshbamberger do with $$$$$$ from @Benioff
p.s., When the prop c money starts flowing, we need data for public accountability and transparency. People need to link $$ and fewer people on the street. This will build political will.
