I returned to this question of bottlenecks in PLA doctrine in this @Diplomat_APAC piece in 2017. I'd have expected then that these revisions may have been completed by now, but clearly I underestimated the time and complication that the reforms have added. thediplomat.com/2017/06/when-w…
If I had to make a prediction or estimate at this point, I'd anticipate perhaps by the end of this year for this new joint doctrine, but who knows at this point!
