for those with behavioral health issues to be trained for college/career; Outpatient building at Kings Canyon and Cedar is antiquated. All Supervisors present this morning. Invocation by Kevin Foster of Kife Bridge Church. Consent items #23 and 24 pulled.
Presentation of Retirement Plaque to Cornell Michael Archie of Department of Social Services after 29 Years of Service. He is a great leader and led IT projects. Began as “Extra Help” and later moved to system analyst. Life Scan was among his projects for County. Helped stream-
lined the business side of the County. He was the “glue” and helped form successful teams. He was one of 11 children. “Lots of pride in Fresno County “.
Proclaim May 15 through May 25, 2019 as Public Works and Planning Week in Fresno County by @LincolnSeward Supervisor Magsig. 440 employees. Hand out replica motor graders to each of the Supervisors!
Adopt resolution recognizing and expressing appreciation for General Manager, Alan Hofmann, of the Fresno Metropolitan Flood Control District for 40 years of service to the District. Magsig said Hofmann impressed him back when Magsig was on Clovis City Council. Hofmann started at
County as a 23 year old and recent Fresno State grad. He values the relationships and personal professional growth that occurred. Had a fascination with water and weather as a child and Flood Control was a natural fit. 500,000 acres lost to just urban runoff statewide. Fresno
County saves this water better than anywhere in the state. @BuddySupervisor mentions Hofmann’s knowledge and integrity. @stevebrandau mentions a tragedy with a dog in a water basin and Hofmann helped find new sites for dog parks. He Privatized all the mowing of ponding basins.

Consent item #23. Brandau asks about Retroactive application on Substance Abuse. This is for out of County placements. Some were over $100,000 a year and was over maximum. Eating disorder clients skyrocketed recently. Stay 90 days =$150,000 per the four patients. Maximum would be
easily hit and thus this retroactive Bill. @stevebrandau Brandau asks if there any local? Staff says one out patient clinic went out of business though. Not sure why number of eating disorders have gone up statewide. Some won’t bill Medical. A local clinic is pending licensing
though for residential care. Consent item #24 pulled by member of public. FCERA (Employees Retirement Association). Staff says better Board election procedures are used. Public: correctional officer and head of their union. Red flag: pending lawsuit and would like those holes
filled. Some county employees were allegedly using county building and time to run. He thinks Candidates should know about policies. Alain: Currently county email is used to vote. Should be mailed in. Wishes this is continued until loop holes are fixed. Next public: attorney for

legal reason not to vote today. Attorney Rebecca says there is a potential lawsuit. “Pro warrento (sp)“needs to be filed. County Counsel says there is rules in place for county employees running for office. July 7 is closing of window for next election. Pacheco thinks issues have
been fixed. Thinks when county employee files for office they sign that they know the rules. CAO Rousseau says behavior during election needs to be fixed. Not sure who has disciplinary authority of employee violates it? Possibly Department Head? Mendes asks if affidavit is needed
that they know election rules ? Mendes thinks this is phase 1 of possibly phase 3. @stevebrandau thinks Candidate signing paper that they know rules. He would like to wait to repair these issues before July 7 deadline. He and Pacheco won’t support this today anyway. Counsel says
Brandi Orth and Counsel don’t have Authority to discipline violators. Not sure who does. @LincolnSeward Magsig thinks this absolutely needs to be done by July 7. Supervisors decide to Continue this until June 18th Meeting. Approved to Continue.

$2,898,404; Registrar of Voters Brandi Orth says optical scanner was first used in 1999. Now spare parts are hard to come by. Three vendors bidded and Dominion Voting System . Certification of past machines won’t exist after February. This new system will support Voters Choice
Orth says funding for this new system should be granted soon and won’t cost County.

Being on site brings the issues to life for the Board. They have made 5 recommendations :educating families with behavioral issues. Establishing services for those under 12 years old. Now most currently are sent out of county.
Permanent housing projects for their clients. 2012 Renaissance was last housing project. Job training has little support. SB 10 peer provider support has shown to be strong help for clients but Certification needed. Quintero thanks the board for their work.
Receive presentation by Department of Public Works and Planning regarding status of implementation of Sustainable Groundwater Management Act within Fresno County. Adopted in 2014. Several guidelines needed and timeline. Public release of plans Late Summer Sustainability by 2040.
Halting overdraft and chronic lowering of water table as well as subsidence in Westlands Water district. More Groundwater monitoring needed in Delta Basin. Revisions to County General Plan will be big lift for staff. Brandau asks to have copy of PowerPoint. Public: League of
Women Voter’s Diane Merrill asks about degrading of water quality. Staff says it is in report. Supervisors Reports: Quintero speaks about Fresno State’s Arne Nixon Mural at NE Cedar and Tulare by Los Angeles’s Rafael Lopez. This is an asset to the region. Many new murals in
Downtown Fresno. Recommends going to check it.
Brandau: Spoke with Farm Bureau’s Ryan Jacobsen who mentioned to him about Trumps tariffs may be hard for some Valley crops but hopes there maybe some long term potential. Brandau is keeping his fingers crossed. Magsig: Mary Alice Kaloostian passes away.
SEIU Homecare worker since 2004 for a 99 year old women. Client’s children all work and her help has been useful for her client. Very valuable to the client. Look at us and have respect and dignity for us being human. We all will become old and die some day so be mindful.
