There's a lot to dig into and like in Inslee's climate jobs program. But this kind of narrow means testing seems like a weird basis for a just transition policy thinkprogress.org/inslee-2020-ca…
If we're serious about an economy wide mobilization for decarbonization, that's going to means a lot of people taking on new jobs, getting into low-carbon work & out of high-carbon work, whether in mining or as part of carbon-intensive supply chains (McDonald's, Wal-Mart, etc.)
Lots of people's healthcare is tied to their job, or they don't have it. Green jobs aren't just building solar panels and weathering homes. And extractive industry jobs aren't just in mining. Medicare for All is a foundation for letting people participate in the transition.
A federal job guarantee acknowledges the scale of the transition too. If you can get a $15/hr wage doing low-carbon work that benefits your community, the big box store paying poverty wages and premised on churning out lots of cheap imports has some welcome competition.
