Whoever gets the job is going to need a new policy, and with no mandate, and no majority, and the necessary magnitude of that policy means there has to be an election or a referendum.

May's deal is dead, for sure. And Europe won't offer us another. So what we end up with is two possibilities. No deal, or no Brexit.

Either of those two policies - no deal or no Brexit - is now so big, of such political magnitude, that no government could execute either one of them without another referendum.
So it doesn't matter who the Tories elect. Boris Johnson would do as well as any. Whoever takes over will offer another referendum. No deal or no Brexit.
Although my guess is they'll put a referendum in a manifesto and have a general election on that.
