This a stupid talking point. The people that are pushing the talking point think the "masses" are stupid and won't/haven't read it so they add the quailfer at the end.

It's just another narrative. By all means read the report and you will see the entire report isn't based on facts or evidence but is simply an attempt to craft a narrative and was never meant to be read by the "masses" but instead used to pull quotes to push a narrative.
AG Barr defeated this gambit by the Dems by releasing the entire report in the most redacted form as possible. AG Barr wanted the report read. The talking point the left is using is to try to get people to make a conclusion without expect them to read it. It's, in effect, a Bluff
They want you to believe they have a full house instead of a jack high. They don't want you to see their habd so they tell you what is in their hand and hope you accept their word.
