Yes, cops “schedule” arrests to happen at the end of their shifts to make overtime.

Let me explain the process. It’s very simple. The vast majority of arrests are for low level offenses, and cops choose if and when to enforce these laws.
Think how many people commit traffic infractions on any given day. Think how many traffic infractions police must see during any given shift and choose to ignore.

Then there will be the traffic infractions they choose not to ignore. And those will be their arrests.
This of course happens with more serious offenses too.
There’s actually a correlation between the amount of overtime a cop works and the likelihood they’ve been sued for federal civil rights violations. nydailynews.com/new-york/nyc-c…
PS. All the cops on this thread saying people who commit traffic infractions get tickets as opposed to being arrested, that's completely at the police officer's discretion. If they want to make an arrest, they make an arrest. That's the whole issue here - police discretion.
We have huge numbers of people come through arraignments for driving with suspended licenses, for instance.
And pulling someone over for a traffic infraction is of course the pretext for most arrests for other offenses. The cop can then claim, for instance, to smell marijuana, search the car, find a small amount of weed or find a gun. Or find nothing.
But a cop wanting to make an arrest at the end of their shift or any time, illegal or legal, knows there is no better way than to pull people over for traffic infractions.
