It's so important to understand that Trump's winning each step could not have happened without success of the previous steps. If Mexico didn't cave and Trump didn't secure border, the threat of deportations would be meaningless since the Dems would know they would just come back

...now taking seriously enough for the dems to come to the table. Did Trump plan this all out or just reacted to the ebb and flow of the battle? Does it matter? The fact is that the border problem is closer to being fixed today than at any time in last 40 years.
Since Trump is dealing with and securing the border, he can now turn to internal enforcement and be seen as serious enough to make the opposition "sue for terms". This is called winning.
