This may come as a surprise. Marc Carney, Liam Fox and Boris Johnson are all correct. GATT Article 24 can be used. It means having an agreement with the EU. An agreement with the EU

But the letter assumes the UK can hand over a 1-page deal and the EU will agree.

Would a 1-page deal be enough *for the UK*? It would only cover tariffs & rules of origin. Not product standards, regulations, recognition, food safety, animal and plant health, services, intellectual property, arbitration. Would the UK be happy to exclude any/all of those?

The EU will take some persuading that ANY new deal could/should be negotiated.

What are the chances of this being done by October 31?

What do British and EU calendars look like between now and then?

Apologies to Mr Carney. It's "Mark" of course.
