This is not how software should work. A "workaround" is coder speak for "I don't quite know how to fix the original problem but if I do this new thing, it seems to stop the issues"

It's not a fix

It should delay a flight test
There is a world of difference between outsourcing development of a website to a team of Indian developers and software for an aeroplane control system

One of the two doesn't endanger life on a daily basis
Note: this tweet is talking about the difference between sending two different types of projects to outsourced Indian developers. The issue is whether you should do this as an organisation who have certain types of responsibility, not the quality or otherwise of the coding.
If you can control the development process, and ensure the quality control to the correct level, then there is nothing wrong with it. Boeing obviously didn't.

To be honest, anyone reading anything other than that into this tweet was reading it with an internal bias.
