7/. There seems to have been a settled course of conduct either by one individual at the heart of Government from at least November 2016 (the first Dalloch leak), 2017 (one of the second/ Oakeshott leaks) 2018 (see the MOS Iran Leak today) up until at least 2 weeks ago.
