For my research, this statement is significant: "Efforts will be made to advance the integrated development of mechanization and informationization [and] speed up the development of intelligent military." Here, I'd render the translation differently, but that can be debated.
"Promote integrated development of mechanization and informatization, accelerate the development of military intelligentization" (推动机械化信息化融合发展，加快军事智能化发展). The literal translation conveys the relationship among these stages of Chinese military modernization.
As I've argued since early 2017, I assess that "intelligentization" or 'the development of an intelligent military' is the next major stage of China's force development. cnas.org/publications/c…
Consistent with Xi Jinping's statement in his report to the 19th Party Congress in October 2017, "China's National Defense in the New Era" confirms this concept as the stage beyond but to be pursued in parallel with mechanization and informatization.
The PLA is tasked to "basically complete the modernization of national defense and the military by 2035" and "fully transform the people’s armed forces into world-class forces by mid-21st century." This drive for innovation and to leverage new technologies is a core priority.
