At this point it seems abundantly clear that Mueller did not bring any further charges regarding Russian interference because there was insufficient evidence of such crimes.
It's just as clear that he didn't bring obstruction charges because of the OLC opinion only.

It's now quite possible that the OLC opinion has saved the president from two indictments -- one in the SDNY for his role in the Stormy Daniel payoffs and the other from the SC's office.
The clean-up below brings us back full-circle to the text of the report itself, which clearly says the OLC opinion controls and also “fairness concerns” counsel against reaching a charging decision “when no charges can be brought.” 
So we’re back where we started — with a report that 1) clearly states that the OLC opinion controls; 2) also states that “fairness concerns” counsel against stating a legal judgment absent the possibility of indictment; and 3) lays out detailed theories of obstruction anyway.
At the end of the day, I believe the proper conclusion is that he would have at least stated that there were facts sufficient to form an indictment absent the OLC opinion, but we’ll never get confirmation because his fairness concerns. So we’ll argue about this for all eternity.
