Here's what the Judiciary Committee is essentially saying:
-All this business about an "impeachment inquiry" is moot. The committee can skip that step and recommend articles to the House at any time.

-A formal impaechmetn inquiry, as conceived throughout history, has included more money, subpoena power and deposition authority.
-The Judiciary Committee already has two of those things -- and doesn't necessarily need more money (though they'd take it)

-This blows up the entire impaechment inquiry narrative to date -- and is probably leaving a bunch of Dems who stuck their neck out to endorse an inquiry wondering why it was necessary in the first place.

-Republicans on the committee say this is nonsense and that impeachment is "binary." You're either in impeachment proceedings or you're not. Dems are saying the Judicicary Committee is, in effect, in a perpetual state of potential impeachment.
