One of the things about arms control treaties that doesn't get talked about a lot is that they provide for verification. Exchanges of data on numbers of weapons and how they are deployed. Site visits.

Having that kind of information makes destabilizing surprises less likely.
And other things start happening too, once people can talk to each other. Here's an INF Treaty story.

When the Soviet inspectors arrived in Utah to see the destruction of Pershing II missiles, folks showed them around the town.
When they got to the grocery store, the inspectors balked.

"Please show us the real grocery stores. This is obviously your show store."

"No," said the locals. "This is where we shop."

And so a small part of the inspectors' idea of America had to change.
