I kind of want to make a deck of Meta Cards as a systems-agnostic overlay for any roleplaying game. Give each player one facedown at the start of a game, they can play at any point.
Stuff like

"JUST THEN...

Play when your character is in a predicament with no obvious way out, such as being petrified or falling. Game runner will narrate an absurd series of coincidences that removes the predicament while having no other lasting effect on anything."
In my head that card is actually called "JUST THEN, ROCKY AND BULLWINKLE..." because the archetype here is the narrator from Rocky and Bullwinkle resolving a cliffhanger.

But I feel it would give the impression that Rocky and Bullwinkle are supposed to save the character.
The cards would be dealt facedown because if the gamerunner knows what card each player has, they might feel tempted to hedge against them.
