ISIS is growing, again, in Iraq and Syria, to a now-estimated 14,000 to 18,000 militants. What allowed that, the report claims specifically, was Trump's decision to rapidly pull out our troops in Syria and pull our diplomats from Iraq. This allowed them to regroup.
