On Weekly MTG, Chris Cao says that the monthly Historic event will have an individual card reward series so you can acquire Historic cards without using 2 wildcards.

You will also be able to acquire Historic cards through Historic draft events. #MTG #MTGArena

There will be Historic events for you to pay an entry fee and get all of the Historic cards that were dropped for that event for your entry.

Afterwards, they will be moved to the store as a bundle and available for crafting. #MTG #MTGArena

Historic will have its own banned list, maybe even a "suspended" list where a card is removed for a period of time. #MTG #MTGArena

They will have Historic singleton and pauper events, as well. #MTG #MTGArena

Historic cards that will be added to MTG Arena will be like (but won't necessarily be):

- Brainstorm
- Wellwisher
- Firebolt
- Imperial Armor
- Wurmcoil Engine
- Dark Confidant

Chris Cao says the 2x Wildcard requirement is for the "health of the game," meaning making sure there is enough of a player population to provide good matchmaking.

MTG Arena Standard-focused and they're worried about Historic splitting the population and making the queues worse.

If a Historic card is both in Standard and in an older, Historic set, the Standard art/version will be 1 Wildcard, the Historic art/version will be 2 Wildcards. #MTG #MTG Arena

You will be able to play the Historic art/version in Standard if the card is also Standard-legal. #MTG #MTGArena

The MTG Arena team has talked about making new "Arena-balanced" versions of existing cards for Historic, but they want to use the history/cards that already exist rather than trying to change cards. #MTG #MTGArena

TO BE CLEAR:

This is my interpretation of his queue argument—Chris Cao never explicitly said they were worried about Historic being too popular but that's the logical conclusion of being worried about your queue populations.
